Born on 19th August 1968 in Bacau city, Romania, Brigadier General SIMION graduated from “Nicolae Bălcescu” Land Forces Academy, Infantry Branch, in 1990. He served from 1991 to 1997 in 3rd Paratrooper Brigade in Bacau in different functions, including G2 Staff Officer. From 1997 to 2003 he was assigned as Staff Officer in the 498th Paratrooper Battalion in Bacau, responsible for Operations, PIO and Interoperability. From 2003 to 2004 he was appointed as Detachment Commander in the HUMINT Military Battalion and from 2004 to 2007 he was assigned to the Romanian Military Intelligence Directorate where he served as Staff Officer in the HUMINT Office.
Brigadier General SIMION has extensive experience as operational commander and as Intelligence Staff Officer within NATO and coalition environments, at the tactical and operational levels, with deployments to KFOR HQ Pristina – 2000, OIF IRAQ, An Nassiryah – 2004 and ISAF HQ Kabul 2006. His participation in various exercises, up to strategic level, includes ROU HUMINT LNO in NATO Rapid Force – 2004, J2 Staff Officer in NATO Combined Joint Exercise “BATTLE GRIFFIN 05” and assignment as Co-Director of NATO HUMINT exercise “STEADFAST INDICATOR 06 and 09”.
He is a graduate of Bacau University in Foreign Languages, 2003. In 2007 he completed the Military Intelligence Leaders Course of Romanian National Defense University and in 2016 he completed the postgraduate Programme of National Intelligence College, National Intelligence Academy „Mihai Viteazul”, Bucharest. Brigadier General SIMION is a PhD in Geopolitics at University of Oradea.
His military education includes Coy and Battalion Paratrooper commander Course – 1993 and 1997, PSO Staff Officer Course – 1999, CIMIC Course – 2001, HUMINT Course – 2005, Intelligence Course 2005, NATO and US CJ2X Course – 2005 and 2006 and lecturer invited to NATO School Oberammergau for this course in 2009, NATO Analysis Design and Development Course - 2008, Body Language Reading and Analyzing Techniques Course -2010, Strategic Management of Military Intelligence Operations at the National Defense University – 2013, High Level Course “Jean Monnet” at EUMS – 2016, Post university degree at the National Intelligence College/National Intelligence Academy - 2016.
From 2010 to 2017 Brigadier General SIMION was elected as Chairman of the NATO HUMINT TECHNOLOGY WORKING GROUP (NHTWG) and of the NATO HUMINT WORKING GROUP (NHWG).
Brigadier General Eduard SIMION, PhD was appointed as the first NATO HUMINT COE Director in 1 July 2007.
Brigadier General SIMION personal awards and decorations include the Romanian “Military Virtue” in rank of officer, “Army Commendation Medal” – Iraq, “NATO ISAF Medal”, “OIF Medal” and the “NATO KFOR Medal”.
He was promoted to Brigadier General on 15 August 2016.
Brigadier General SIMION speaks English fluently and knows well Italian.
Brigadier General SIMION and his wife Daniela have two daughters, Andreea and Raluca.
