ACT is NATO's leading agent for change, driving, facilitating, and advocating continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance.
NR NATO ACT DET ATL provides trained and ready Reserve Component members in support of NATO ACT operational requirements. Primary focus of support is to NATO ACT Joint Force Trainer, Joint Education Training and Exercise, and Joint Analysis and Lessons Learned Center.

Captain Bray is a native of Seminole, Florida and earned his commission from the US Naval Academy in May 1991 with a Bachelors of Science in General Engineering and designated a Naval Aviator in November 1993.
Captain Bray’s first assignment was to HS-11 where he deployed aboard USS America (CV-66), in support of Operation Joint Endeavor, and USS George Washington (CVN-73). He also completed detachments with USS John F. Kennedy (CV-67), USS Theodore Roosevelt (CVN-71), USS John C. Stennis (CVN-74), and USS Harry S. Truman (CVN-75). In February 1998, Captain Bray transferred to the Weapons Training Unit (WTU) with COMHSWINGLANT in Jacksonville, FL. In June 1998, he was designated a Seahawk Weapons and Tactics Instructor (WTI) after completion of training at Naval Strike and Air Warfare Center, Fallon, NV with the US Navy’s third SWITI class.
Captain Bray transferred to the Navy Reserve in January 2002. His first assignment was with HS-75 were he completed detachments aboard USS John F. Kennedy (CV-68), USS Enterprise (CVN-65), and USS Ronald Reagan (CVN-76). In October 2005, Captain Bray transferred to HSL-60 and commenced the transition to the SH-60B; he detached aboard USS DeWart (FFG 45) and successfully participated in counter narcotics interdictions in the eastern Pacific Ocean.
Captain Bray has completed three Commanding Officer tours with Helicopter Training Squadron Eight, HT-8 SAU, Third Fleet Maritime Air Operations, Detachment Tucson, and Navy Reserve Carrier Strike Group FIVE. Upon completion of his tour with Detachment Tucson Captain Bray transferred to Chief of Naval Operations Staff, Operations and Plans Division.
In November 2015, Captain Bray assumed command of NATO Activity Atlanta.
Captain Bray graduated from the University of Florida with a Master’s in Business Administration in 2001 and from Johns Hopkins University, Paul Nitze School of Advanced International Studies with a Master’s Degree in International Finance and Strategic Studies in May 2012. He is married to Erin and resides with their daughter, Darby, in Bethesda MD. As a civilian, CAPT Bray works in the Capital Markets Division of Capital One Bank.
