POST CONTEXT

DCOS Capability Development (CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and co-ordination of the activities and resources of the Capability Development Directorate. The ACOS Command & Control, Deployability and Sustainability (C2DS) division contributes to the achievement of Interoperability as an overarching, enterprise [NATO] goal through development of capability (DOTMLPFI) based on validated requirements. Within the ACOS Command & Control, Deployability and Sustainability (C2DS) division the incumbent's main responsibility is to the ACOS C2DS for overall planning, execution and reporting of C2DS portfolio of programmes and management of resources to ensure benefit realization of programmes in the C2DS portfolio of programmes that are coherent with commander’s guidance.

PRINCIPAL DUTIES

The incumbent’s duties are:

  1. Maintain a comprehensive knowledge and oversight over the planning and execution of all projects, programmes and portfolios for which the Division is responsible as required by extant ACT Directives and SOPs.
  2. Manage the integration and cohesion of Division capability development programmes of work to create transformation outputs that have Alliance-wide impact that support Command Goals and objectives.
  3. Provide advice to the ACOS and DACOS C2DS and where necessary act as the ACOS or DACOS representative for all programme resources assigned, both funds and manpower.
  4. Oversight of execution of programmes and projects ensuring adequate resources for each programme manager to execute the appropriate work directly linked to strategic direction and command priorities.
  5. Investigate and manage the Division risks and issues, and recommend mitigation actions.
  6. Manage Division input into ACT’s capability, comprehensive and resource planning process ensuring that programmes are aligned with NMA and ACT Goals, Priorities and Objectives across the DOTMLPFI spectrum.
  7. Act as fund manager for specific funds as designated by ACOS C2DS and delegated by the Financial Controller.
  8. Ensure consistency and coherence of ACT CIS/ICT Programmes with NATO HQ and ACO through management the technical screening of ACT CIS requirements within the overall programme of work with external NATO bodies such as the NATO HQ C3 Staff and Working Group National Technical Experts.
  9. Prepare and ensure the conduct of progress reviews for C2DS assigned programmes at the ACOS level.
  10. Advise and prepare the ACOS C2DS prior to command level boards (e.g. Campaign Steering Board) and external boards (such as the Agency Supervisory Board) participation on issues related to C2DS within the area of responsibility of programme outputs, resource and programme management.
  11. Represent the ACOS or the DACOS at command/ management boards and external boards and NATO HQ Working Groups as required. Brief as needed on C2DS related programme and resource issues.
  12. Perform ad hoc analysis, conduct special projects and lead/participate in project teams as directed by the ACOS.
  13. Provide guidance to OF-5/A-5/OF-4 level ACT Programme Managers and Branch Heads on preparation of CIS budget requirements screening with NATO HQ working group.

There are no first line reporting responsibilities.

ADDITIONAL DUTIES

  1. Flexibility Clause: In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). Additionally, the incumbent may also be reassigned as directed by Chief of Staff for up to 180 days (and where necessary in excess of 180 days with the agreement of the incumbent involved).
  2. Prepare and deliver briefs related to C4ISR particularly with regard to strategic management, resource allocation and co-ordination of Division programmes at Meetings, NATO conferences, and boards.
  3. Annual TDY Requirement: The incumbent may be required to undertake Temporary Duty (TDY) and/or travel within and outside NATO’s boundaries for up to 30 days per year.

ESSENTIAL QUALIFICATIONS

Professional/Experience

Programme management

The identification, planning and coordination of a set of related projects within a programme of business change, to manage their interdependencies in support of specific business strategies. Maintains a strategic view over the set of projects, providing the framework for implementing business initiatives, or large-scale change, by achieving a vision of the outcome of the programme. The vision, and the means of achieving it, may change as the programme progresses.

Primary Skill Level: Ensure/Advise: Agrees, Plans, directs and coordinates activities to manage and implement interrelated projects from contract/proposal initiation to final operational stage; plans, schedules, monitors and reports on activities related to the programme. Leads the programme teams in determining business requirements and translating requirements into operational plans. Determines, monitors and reviews all programme economics to include programme costs, operational budgets, staffing requirements, programme resources and programme risk. Ensures that the programme is managed to realise business benefits and that programme management is informed by an awareness of current technical developments.

  1. 5 Years managerial experience that includes holding positions of responsibility involving exercising of discretion, judgement and initiative.
    Experience in objective setting and the production of costed management plans.
  2. Good working knowledge of strategic management processes and procedures, programme management, resource management, and budgetary processes.
  3. At least 5-8 years CIS/ICT related managerial experience (depending on educational background/degrees), including 3 years in CIS systems operations management and holding a position of responsibility exercising discretion and judgment.
  4. At least 3 years of business/military CIS/ICT planning including CIS/ICT budgeting and execution management of programmes.
  5. A minimum of 5 years’ experience in business/military related positions.
  6. At least 5 years’ experience in preparation of detailed funding estimates for information systems in a business/military environment in order to meet organizational objectives and goals.
  7. Advanced business/military knowledge of capability development procedures.
  8. Knowledge of human resource management, financial management, requirement prioritization, risk management, and minimum 4 years oversight programme management at the strategic military HQ level.

Financial management

The overall financial management, control and stewardship of the assets and resources used in the provision of organisation support or IT services, ensuring that all governance, legal and regulatory requirements are complied with.

Secondary Skill Level: Ensure/Advise: Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of resources and services, including the definition of cost models and charging models. Sets, negotiates, agrees and manages all financial budgets and targets, ensuring that there is adequate funding for all targets and plans, especially to meet development and capacity needs.

Education/Training

University Degree in computer science, information systems, business administration, public administration, or related discipline and 4 years post related experience, or a Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

    1. Required to brief and staff complex issues up to 3 Star General Officer level on a routine basis. Integrity, confidentiality and diplomatic skills need to be of the highest order.     3. Functional responsibility for all staff level programme management and resource planning across the branches in the Division.
    4. The incumbent will provide continuity for the coordination of programmes and deliverables across the Division giving strategic priorities for weight of effort and corresponding resource allocation. Has oversight of the accomplishment of the programme outcomes and manages the risks to those outcomes.
    5. Provides direct guidance to other ACOS and DCOS staffs and branch heads on CIS/ICT screening issues for the annual screening by the NATO HQ working groups. Has oversight of the screening of the programme of work on an annual basis.

    1. Interacts and recommends on a daily basis with 2, and when required at the 3 star level Flag Officers. Will represent ACOS and DACOS C2DS at internal boards. The post holder will interact with direct personal interaction at the 2 star and below level.
    2. Extensive communication with all levels throughout the organization will be required, especially close cooperation with senior strategic manager and BUDFIN staff on a day- to-day basis.
    3. Has contact with all levels of ACT concerning the screening of CIS/ICT requirements submissions to NATO HQ.
