Introduction:

HQ SFN is located at the TAF Building within the perimeter of the Portuguese Military compound, Reduto Gomes Freire in Oeiras, Portugal. The TAF Building is an above ground 3-story structure. The 2nd and 3rd floors of which is the focus of this statement of work. The dimensions of the 2nd floor are 17,694.7 sq.ft. with 52 rooms and the dimensions of the 3rd floor are 11,119.1 sq.ft. with 36 rooms.

The TAF building’s current Information Technology (IT) network infrastructure supports 3 different NATO communications enclaves: NATO Unclassified (NU), NATO Secret (NS), and the NATO Mission Secret (MS) networks. These three enclaves combined are known as the NATO network which is composed of both fibre optic and category 5 enhanced (CAT5e) cabling. The NATO network supports and provides access to both classified and unclassified information via 300 network connections disseminated throughout the second and third floors of the TAF building. The NATO network is administered by a government contractor (NATO Communications and Information Agency (NCIA) CIS Support Unit Lisbon detachment) who manages the NATO network connectivity to both classified and unclassified servers via 4 network switch rooms located in various locations within the TAF building.

The NATO network combined with 50 individual air conditioning units, overhead lighting and various appliances within the TAF building exceeds the electrical load of the current electrical distribution system resulting in intermittent power outages throughout the building. Therefore, upgrading the NATO IT network will also involve upgrading the electrical distribution systems to support the increased electrical load required to support the increased number of computers, monitors, network routers, and switches that will be installed during this project.

Furthermore, the spaces housing the upgraded network will increase air conditioning usage to keep the equipment and personnel working within these spaces cool. This requirement will increase the amount of electricity required for STRIKFORNATO to operate in the TAF building. These are the primary factors supporting the requirement for the TAF building’s electrical system upgrade during this installation.

Introduction: NATO established Headquarters Supreme Allied Commander Transformation (HQ SACT) in Norfolk, VA, in 2003 to lead transformation efforts and improve military capabilities to meet 21st century security and defense requirements. This work encompasses the need to enhance the Alliance’s ability to apply a comprehensive approach to the conduct of future operations and engagement with partners, NATO’s interaction with non-NATO entities that include states, non-state actors and international and non-governmental organizations.

Pursuant to the decision by the North Atlantic Council to implement the NATO Command Structure Adaptation, ACT has developed a Strategic Alternatives Branch (SALT). The Branch provides the Commander with alternative ideas derived through the extensive use of data science and analytics that exist outside NATO’s conventional processes in the service of Warfare Development.

Background: SALT operates under the direction of the Deputy Chief of Staff (DCOS) for Strategic Plans & Policy (SPP). It studies complex challenges relevant to the security domain and in areas beyond NATO’s traditional geographic and functional expertise. The Branch uses advanced research to improve rigor and responsiveness of transformational work. It provides scientific analysis to improve the depth and diversity of NATO’s situational awareness and understanding, risk assessment, strategy, and decision making over the mid- to long-term horizon. The Branch coordinates with internal and external stakeholders including NATO Headquarters, Allied Command Operations, the public and private sectors, international and non-governmental organizations, civil society, and academia to ensure that latest concepts, technologies, and processes are applied to relevant work. The Branch is responsible for all outputs pertaining to the Command’s Strategic Alternatives Programme of Work.

Background: Headquarters Supreme Allied Commander Transformation’s (HQ SACT) Tasking and Knowledge Management Branch (TKM) requires specialised support to develop, implement, transition and sustain further IKM continuous improvements. Additionally, this tasking requires to build upon existing work strands and rapid execution of associated deliverables; therefore, the most appropriate and cost-effective means of meeting this requirement is through the continued surge provision of technical support through a current specialist contractor.

Task-specific Background: Throughout 2016, changes were implemented to the way in which electronic information was managed across HQ SACT on the NATO SECRET (NS) domain only, specifically employing the use of SharePoint 2013. Endorsed by the HQ SACT leadership, it was an ambitious project to accomplish a needed transformational change in the way people worked; it sought to capitalize on available technology to assist HQ SACT staff to internally collaborate to a greater degree than was done previously. Addressing the cultural shift that these changes engendered, such as emphasising the NATO IM policy on the ‘responsibility to share’ balanced by the ‘need to know’ and encouraging the utilisation of appropriate document repositories was a major thrust of this effort. It also became obvious that technical responsibilities have to be removed from the staff members identified as functional administrators, in order to turn them into content managers.
Follow-on requirements were identified to capitalize on those efforts and implement further IKM improvements. These requirements were mitigated by contractual support but it became obvious Summer 2018 when these tools were adopted that further IKM resource was required. Although additional IKM resource has been included within the NCS-A manpower structure, the additional post is unlikely to be filled in the short term. Additionally, the requirement for continuity in the skillset required from the additional post has been further reinforced. Until manned in accordance with the new command structure, the IKM section requires the correct skillset in order to fulfill HQ SACT strategic milestones.
